Scientific McCarthyism?? Ma andiamo…

Britain's main funding body for the physical sciences, the Engineering and Physical Sciences Research Council (EPSRC), announced last week that starting in June they "will exclude repeatedly unsuccessful applicants from submitting [grant] proposals" for up to a year, a move that will affect about 5% of previous grant applicants and 10% of the EPSRC's total application load.

The new guidelines are not going down so well with many researchers, according to ScienceInsider. An online petition has already been signed by close to 1,000 people, and many say they will no longer offer their peer review services to the funding agency.

What do you think? Does this help increase efficiency and weed out poor afflicants, or does it amount to "blacklisting" and "scientific McCarthyism," as some have argued?
